The NTA is inviting eligible Namibians with advanced vocational and and technicals skills and hands-on experience in their respective fields to register for its upcoming Recognition of Prior Learning (RPL) Assessment Round.

RPL is the process of formally recognising skills and knowledge acquired over years, regardless of how, when and where such learning occurred. NTA RPL Coordinator, Moses Tjirare (photo) told The Stakeholder that many such candidates now had the opportunity to apply for RPL Assessment in selected occupational areas. “The NTA has identified RPL as part of its funding interventions under the Key Priority Training Grant Funding Window of the VET Levy. Such RPL assessments can result in recognised qualifications for many candidates. If selected, they will undergo assessment within current industry standards and obtain qualifications that may add value to their personal portfolios”, Tjirare explained.

Prospective applicants for RPL on Level 2 should have a minimum of three years relevant working experience, while a minimum of five years relevant working experience is required from applicants for Level 3. Such experience may include community work, volunteer work, previous training or any other relevant life experiences. Occupation- specific application forms can be accessed through the ‘Downloads’ section on the NTA corporate website www.nta.com.na , or collected at the NTA’s Assessment and Certification Division, Routh Street, Northern Industria, Windhoek.

Completed application forms should be hand-delivered or couriered to the NTA Head Office, Rand Street, Khomasdal, or one the following Vocational Training Centres (VTCs): Eenhana VTC; Rundu VTC; Okakarara VTC: Valombola VTC; Windhoek VTC; and Zambezi VTC.

Upon selection, applicants will be invited for an induction workshop where they will receive training in gathering and sampling evidence pertaining to the products of their work. Such evidence may include photographs, articles, letters, reports, testimonials, and reference letters.

Tjirare encourages eligible candidates to grab the opportunity and to submit applications before the deadline of Thursday, 30th June 2016.“Participating in this RPL assessment round will certainly enhance the knowledge and skills of a participant who will be formally awarded with a National Qualifications Framework-registered qualification, that in turn can boost career growth and exposure to lifelong learning”, he emphasised.

The Board of Directors of the Namibia Training Authority (NTA) is pleased to announce the appointment of Mr. Jerry Raymond Beukes as the organisation’s Chief Executive Officer (CEO) on a five-year term, effective 01 June 2016.
Mr. Beukes has been acting in the capacity of CEO since February 2015, during which tenure he has demonstrated strong leadership and strategic management abilities.
Mr. Beukes holds a Master of Arts degree from the University of the Western Cape (UWC) and a Master of Business Administration degree from the Management College of Southern Africa (MANCOSA). He has held senior/executive management positions in the education and training sector for the last 18 years.
Before joining the NTA in 2014 as its Chief Operations Officer, Mr. Beukes held the position of Director: Programme Development and Registration at the then Polytechnic of Namibia (now Namibia University of Science and Technology), where his primary responsibilities included leading and managing all programme development activities, as well as registering resultant qualifications on the National Qualifications Framework (NQF).
The Board congratulates Mr. Beukes on his appointment and looks forward to the NTA and the broader Vocational Education and Training sector being the beneficiary of his proven leadership and management skills.

The inaugural National Skills Competition and Exposition is to take place at the Ramatex Complex from the 14th to the 17th of September, this year.
Acting CEO, Jerry Beukes made the announcement at a media conference in the capital on Thursday, 19 May 2016.

Beukes highlighted the importance of the event as a key deliverable under the Namibian Government’s Harambee Prosperity Plan, which advocates for the staging of a “National Vocational Education and Training (VET) skills competition bi-annually, to promote VET as an education subsector of choice.

“It is also a deliverable under the NTA’s rolling five-year Strategic Plan to support the promotion of technical and vocational career paths amongst young Namibians, and to challenge societal perception under which such career paths are stigmatised as low-status options, with limited prospects for career advancement” he noted.

The event has two main components: A National Skills Competition, which is to serve as a platform from which to select Namibia’s competitors to represent the country at the next WorldSkills International (WSI) competition; and an exposition, in which credible and accredited local and international technical and vocational training institutions are going to participate and share information about their institutions and course offerings to young Namibians, wishing to embark on career paths within the VET sector.

The competition is open to all public and private training institutions and industry sectors. While the scope of occupational skill areas is expected to increase at future competitions, only the following 10 (ten) occupational skill areas will be staged at the inaugural competition. This is a strategic decision to keep the inaugural competition manageable to allow for a meaningful evaluation and to inform the development of a sustainable national skills competition framework.

The areas are Automotive Technology; Bricklaying; Carpentry; Cooking; Electrical Installation; Joinery; Plumbing and Heating; Refrigeration and Airconditioning; Wall and Floor Tiling; and Welding.
The National Skills Competition is to be preceded by a series of regional selection competitions at various training institutions from 27 to 28 May 2016 to select competitors to participate at the National Skills Competition. Only eligible competitors who meet age and other technical requirements as stipulated in the WorldSkills International (WSI) competition rules will be considered for representing the country at the next WorldSkills Competition in Abu Dhabi, in 2017.
Namibia, through the NTA, is a member of WSI, which is a non-political organisation that promotes skills excellence through the staging of bi-annual international skills competitions and establishing networking and sharing platforms for members to learn from and with each other. The bi-annual competitions also provide a means of exchange and comparison of competency standards in the industrial trades and service sectors of the global economy.
Beukes also highlighted that the NTA intended use the platform to give further impetus to current efforts to promote technical and vocational careers amongst young Namibians.

“The strategic policy rationale behind the exhibition component of this event is clear – Young Namibians need to make decisions about their future careers in a well-informed and well-thought-through way, linked to their interests, their capacities and their aspirations. As such, the exposition component is aimed at bringing together on a shared platform, public and private registered training providers, corporate entities and other industry stakeholders to partner the NTA in the promotion of technical and vocational careers; and in countering negative societal perceptions and stereotypes stigmatising technical and vocational training as last-choice education”, he said.

He added that the NTA expected to bring together under a single umbrella credible public and private VET providers, corporate entities and other industry stakeholders to partner it in the promotion of technical and vocational careers.
Beukes also encouraged eligible competitors and training institutions to register for participation. The NTA’s Standards Assessment and Certification Council (SACC) recently approved the registration of an additional five Vocational Education and Training institutions at its meeting, held on the 26th of April 2016.

The five institutions offer a range of vocational training qualifications from the traditional occupations to civil and mechanical engineering. They are Centre for Training and Projects Development (CTPD) (Windhoek); Katutura Youth Enterprise Centre (KAYEC) (Windhoek & Ondangwa); Valombola Vocational Training Centre (Ongwediva); KLM Likuwa Mechanical Training Institute CC (Otjiwarongo); and Namibia Vocational School.

Quality Assurance Manager, Ian Gicheru told The Stakeholder that the institutions have met all the requirements and criteria, as articulated under Government Notice 300 – Regulations for the Registration of Vocational Education and Training providers. “We are witnessing good and steady progress in growing the list of credible and quality-assured training institutions”, he noted.
 
Meanwhile, as part of the ongoing effort to increase the number of registered assessment practitioners, the SACC also approved the registration of an additional 32 assessment practitioners, bringing the number of registered practitioners to 98, so far. “Whilst the latest additions to the list of registered assessment practitioners is a far cry from the numbers required to sustainably conduct assessments, I am confident that it will go a long way in helping to alleviate the shortage of qualified and approved assessment practitioners needed to develop assessment instruments, moderate assessments, as well as conduct assessments”, Gicheru explained.

The registration of assessment practitioners is an ongoing process and qualified individuals interested in being registered as such, are welcome to submit applications to the NTA’s Quality Assurance Division.

Eligible employers have until the 30th of April 2016 to submit claims under the Employer Training Grant Funding Window of the Vocational Education and Training (VET) Levy, for training conducted during the 2015/16 financial year.
To create awareness about this expectation, the NTA’s National Training Fund Department recently embarked on a nationwide sensitisation campaign to share information with employers about the criteria to be considered in the preparation of employer claim applications.
The Stakeholder spoke to the General Manager: National Training Fund, Joseph Mukendwa (photo) to shed more light on this process.
JM: All levies collected by the NTA in a financial year are to be disbursed at the end of that particular financial year, in line with the following allocation: 35% for Key Priority Training Grants; Up to 50% for Employer Training Grants; and Up to 15% for the NTA’s Administration costs. In line with this formula, all eligible levy-paying employers may submit applications under the grant to the NTA within 31 days after the end of the financial year.
SH: What is to be considered under applications for the Employer Training Grant?
JM: The regulations relating to the application of the VET Levy define training as “training related to vocational training provided by a private vocational training provider accredited by the Namibia Qualifications Authority (NQA), or a State-owned Vocational Training Centre.
In line with this definition, the NTA is to consider the following training interventions under the Employment Training Grant: a) All NQA accredited VET courses; and b) Training courses not accredited by the NQA, but related to accredited VET courses. This may include short courses, in-house training and training outside of Namibia. Approval by the NTA Board is required in such cases.
SH: Tell us more about the eligibility criteria.
JM: Employers must meet the following eligibility criteria to submit a claim under the Employer Training Grant: a) Up to date with the payment of the VET Levy payable by the employer; b) Does not have any interest referred to in Section 38 of the VET Act or any penalty referred to in Section 39 of the VET Act, outstanding in respect of the VET Levy; and c) Has submitted to the NTA evidence of the implementation of training i.e. completed and submitted a claim form together with relevant documentation.
SH: What about costs? What qualifies for grants?
JM: Where training is conducted in-company, eligible costs include: a) Facilitator training costs for the duration of training; b) Cost of training materials used in the training process; c) Assessment and certification costs; and d) Subsistence and Travelling (S&T) allowance costs and expenses, for both facilitators and trainees.
Where training is procured from, or conducted by an external service provider, the following line items will be regarded as direct training costs: a) S&T allowance costs to and from the training venue; and b) Invoiced/ receipted costs from the service provider.
SH: Tell us more about the types of evidence.
Evidence may include the following: a) Signed attendance register or cerificates of attendance; b) Proof of payment/receipts from the training service provider; c) Tax invoices for training materials procured; d) S&T records in accordance with company policy; e) Accommodation receipts; f) Assessment and certification records; and g) Any other supplementary records and receipts applicable to the training.
For inspection purposes, employers are to maintain all of the aforementioned records and any other relevant supporting information, in line with the Directorate of Inland Revenue’s prescribed five-year retention period.
Employers who comply with the above criteria must submit claims to the NTA within 31 days after the end of the financial year.
SH: How do employers submit applications?
Employers should complete and submit claim applications online at the NTA’s corporate website, www.nta.com.na.
SH: Why is it important for eligible employers to keep to the set deadline of 30th April 2016?
JM: It is important that they do. It gives us the time we need to evaluate applications and ensure that funds are disbursed timely. Those who do not make the deadline risk losing their 50% allocation.
SH: Tell us about your recent nationwide sensitisation campaign.
JM: Three teams visited key locations across the country from the 29th of March until the 13th of April 2016 and had meetings with VET Levy-registered employers. These meetings were aimed at clarifying aspects relating to the eligibility criteria on which claims under the Employer Training Grant are based. The teams also zoomed in on the types of evidence to be submitted as part of claim applications, specific cost items that qualify as actual training costs and the online system to be used for submission of claims.
SH: How was the response from employers?
JM: Overall, very good! Indeed, the feedback from the three teams indicates that the VET Levy-registered employers remain in support of the VET Levy as a key programme through which industry can play its part in the upskilling of the Namibian labour force.

The Minister of Higher Education, Training and Innovation, Hon. Dr. Itah Kandjii-Murangi has described the inauguration of the newly-constructed Gobabis Vocational Training Centre (GVTC), as a historic achievement for the country’s Vocational Education and Training sector.
She made the remarks at an inauguration ceremony on the 31st of March 2016, describing the centre as a relevant and responsive step to address the training and skills needs of the country.
“This brand new public Vocational Training Centre therefore must strive from the onset to be the best by marketing its course offerings well, recruiting qualified and experienced instructors, making sure it offers accredited programmes by reaching out to local industries, and forge strategic partnerships for properly structured and accessible trainee internships”, she stressed. “The Gobabis VTC must at all times aim to give eligible and deserving Namibian youth options at post-secondary level to develop and harness their talents for self-sustenance and nation building” she noted.
Hon. Dr. Kandjii-Murangi also highlighted that the Namibian Government has prioritised and will continue to invest in the expansion of physical infrastructure and the transformation of the technical and vocational education and training system.
“The development of technical and vocational skills is one of the most critical areas of the national development agenda to fight unemployment and poverty. But, to accelerate skills development, it is necessary to align all education and training offered at tertiary level with set standards to ensure the employability of our graduates”, the Minister said.
Hon. Dr. Kandjii-Murangi also reiterated that skills development not only allowed young people to have access to training in a preferred skills area, but that it also provided ample prospects for young people to play an active role in shaping a better society, in which they can meaningfully and gainfully participate.
The GVTC’s course offerings include Office Administration; Air-conditioning and Refrigeration; as well as Electrical General.
Construction started in March 2014 and the project was concluded in May 2015 at a cost of about 13.1-million Namibia dollars.

The Namibia Training Authority and its Promotion of Vocational Education and Training (ProVET) project, in partnership with local training institutions and experts, have developed a range of vocational training unit standards and qualifications for the agricultural sector.
Six qualifications have now been registered on the National Qualifications Framework (NQF) as follows: National Certificate in Livestock Husbandry Level 2; National Certificate in Livestock Production Level 3; National Certificate in Horticulture and Crop Husbandry Level 2; National Certificate in Crop and Horticulture Production Level 3; National Certificate in Farm Machinery and Infrastructure Level 2; and National Certificate in Farm Machinery and Infrastructure Level 3.
ProVET Consultant, Yvonne Doerflerr, who played a leading role in the development of the unit standards and qualifications, told The Stakeholder that the registration of the unit standards and qualifications ushered in a new era for skills training in the local agricultural sector
Doerflerr also highlighted that local public and private training institutions have already indicated their interest to include agriculture training into their respective course offerings. These include amongst others the Tsumis Agricultural College, Rundu Vocational Training Centre, Zambezi Vocational Training Centre, Grootfontein Agricultural College, National Youth Service and the in-house training centre of the Ministry of Agriculture, Water and Forestry.
“We are really delighted by the interest shown by local training institutions, who seem very eager to not only offer certificate courses to upskill farmers, farmworkers and agriculture trainers, but short courses as well”, Doerflerr said. “Indeed, some of these training institutions, most notably the Ministry of Agriculture, Water and Forestry, have indicated that they wish to commence with first intakes from as early as September this year.”, she stressed.
Doerflerr also thanked all role-players for the invaluable contributions they have made to the development of the unit standards and qualifications.
“Developing new unit standards and qualifications that are industry-driven is not an easy assignment, and as team leaders, we had to consult far and wide to secure the input of members of the broader agricultural sector. Their active involvement have ensured our success and we hope that the broader sector will now embrace the provision of standardised skills training for farmers and farm workers”, she observed.

The Namibia Training Authority (NTA) handed over training tools and equipment to the Windhoek Vocational Training Centre (WVTC) at a ceremony held at that centre on the 09th of February 2016. The consignment included Auto-Electrics, Auto-Mechanics & Welding equipment procured at a cost of N$ 897,175.00; Joinery & Carpentry equipment procured at a cost of N$ 500,715.60; and Bricklaying & Plastering equipment procured at a cost of N$ 112,432.52. It also included general tools, procured at a total cost of N$ 143,008,13, which brings the total value to N$ 1,653,331.25. NTA Acting CEO, Jerry Beukes described the step as an important milestone in the organisation’s ongoing endeavour to support the public VTCs, as per expectations under the Vocational Education and Training Act of 2008. “This handover is a milestone because it is an investment in the establishment and strengthening of an enabling environment at one of our country’s oldest and most prominent public vocational training institutions. It is a milestone because it supports the development of our country’s national skills base through training equipment that adds value to the quality of the training process and which are aligned to the current and future needs of industry. It is a milestone because it is an investment in the future of the Namibian child”, Beukes highlighted. Beukes also encouraged the WVTC management and trainees to take full ownership of the tools and equipment and ensure that they are used for the intended purpose to add value to the quality of training services.

It is with immense sadness and dismay that the Namibia Training Authority announces the death of the Manager of the Rundu Vocational Training Centre, Mr. Erick Tjandja.

Mr. Tjandja succumbed in a head-on collision on the Rundu-Nkurenkuru road, last night.

Acting CEO, Jerry Beukes described the late Tjandja as a truested and valued colleague.

“It is a great loss, indeed. Not only have we lost a colleague, but also a dear friend. Our grief and confusion at this time are little compared to what Mr. Tjandja’s bereaved family must be feeling. Our hearts and prayers go out to them”.
