The Namibia Training Authority is responsible for the quality assurance of training service providers in the Vocational Education and Training sector.
This is achieved through:
In line with Government Notice 300 Regulations for the Registration of Vocational Education and Training Providers, all training providers operating within the scope of Vocational Education and Training are required to register with the NTA. This applies for all institutional-based entities as well as companies which are actively engaged in vocational training.
The Vocational Education and Training Act, Act 1 of 2008, defines Vocational Education and Training as “education and training which provides learners with occupational or work-related knowledge and skills”.
From this definition, the scope of vocational education and training is diverse and covers various occupational and industrial sectors.
Training providers are requested to obtain a copy of the regulations and acquaint themselves with its content. Additional support and guidance can be obtained by contacting the Quality Assurance Division.
Training providers who are not certain if they fall within the ambit of Vocational Education and Training are urged to contact the NTA.

The Namibia Training Authority provides direct support to training providers seeking to register with the NTA.
This support is provided as part of the application process for all training providers. Additional tools and forms are available from the NTA to aid training providers who are applying for registration.
The Quality Assurance Division provides support towards registration in the following areas:
Although the NTA provides direct support and guidance, the NTA does not perform work on behalf of a training provider. Training providers are therefore encouraged to participate fully in the registration and application exercises as they are ultimately responsible for their own applications.
The NTA also from time to time will conduct forums where matters pertaining to registration will be discussed. Training providers are urged to look out for such events in the media.

The Vocational Education and Training Act of 2008, defines it as any education and training which provides learners with occupational or work related knowledge and skills.
A person or organisation, which offers vocational education and training programmes to learners
Any entity offering vocational education and training in Namibia.
Apart from the mandatory requirement, training providers may be eligible to receive professional and technical advice from the NTA. Training providers offering training in areas considered as industry priority areas may be eligible to receive funding.
Not automatically. Registered training providers stand a chance to receive funding if the training they are offering is priority industry required training or if they are offering training in demand.
The NTA will assist the training institution to identify the areas of concern and give the respective provider ample time to remedy the shortcomings.
Yes. The regulations cater for every type of provider except where certain exemptions are made by the Act.
In normal situations, a complete application for registration should have a turn-around time of 3 months. This period may be extended where special circumstances arise and the training provider will be kept abreast of such developments.
The regulations do not provide for provisional registration. During the stage one audit, areas of concern are identified and highlighted to the providers. The providers are provided with ample time to implement corrective actions upon which the stage two audit is conducted.
A vocational education and training provider is any entity who registered in accordance with these regulations to offer vocational education and training programmes to learners;
No. The regulations do not allow any vocational education and training provider to operate or continue to operate as the case may be, in Namibia without being registered with the NTA.
Quality Systems Auditors appointed under the NTA are responsible for conducting the audits in conjunction with subject matter experts.
These are persons nominated from industry who have expertise in specific industry occupations. They work hand in hand with Quality Systems Auditors to determine the suitability of an institution to offer vocational training
Registration is valid for a maximum of 2 years for any providers who are not accredited with the NQA. These training providers have to reapply for registration as provided for in the regulations. Those training providers who are accredited do not need to reapply for registration as long as they maintain their accreditation status.
All institutions are strongly encouraged to apply for accreditation with the NQA as soon as they are in a position to do so. Although accreditation is not mandatory, the NTA strongly encourages institutions to gain accreditation.
The following fees are applicable for registration and subsequent processes:
• Application for registration: N$ 3000-00
• Application for re-registration: N$ 3000-00
The NTA will issue a written notice to the training provider to which the provider must respond within 14 working days. Further action may be undertaken in line with the response received from the training provider.
Training provider registration may be revoked if:
A process will be undertaken to determine the nature of the reason to revoke the registration of a training provider in line with the regulations.
A registered institution will receive a certificate of registration, which must be prominently displayed at the premises of the training provider at a place accessible to trainees and the general public.
Any person who is not satisfied with a decision of the NTA under the regulations may appeal in writing to the Board of the NTA. They however must state the grounds for the appeal and submit all relevant documentation in support of the appeal for the consideration of the Board.
Established in 2008 – following the promulgation of the Vocational Education and Training Act, Act 1 of 2008 – the NTA continues to grow in leaps and bounds; firmly starting to live up to its multi-faceted mandate as a regulator, funder and service provider of Technical and Vocational Education and Training (T)VET).
