Training Provider Funding
The Namibia Training Authority, through the 35% Key Priority Grant (KPG) allocation of the VET Levy, invests in prioritised training programmes at registered training providers. Training providers who meet requirements are eligible to apply for funding.
Period for Submission of Applications
The NTA request for funding submissions as to when required during the financial year through a notice (call for submission) disseminated to all eligible training providers and is subject to confirmation of the availability of the funds.

Funding Criteria
Requests received are evaluated against the following set technical criteria:
- The VTP is registered with the NTA with the relevant scope at the closing date set in the notice. No conditional approval will be considered.
- Qualifications and levels to be funded should be listed in high demand as per TVET Skills Development Plan.
- The qualification to be offered should be registered on the National Qualification Framework.
- Training to be offered is in line with the NTA mandate (Level 1 to 6).
- Enrolment of new intakes should still be permitted, as per the qualification expiry dates.
- Capacity of the VTP to enrol new intake and continuing trainees.
- Funding considerations for new intakes from VTPs that have active Training Grant Agreement (TGAs) will be subject to the NTA determining if the set assessment competency threshold (pass rate) for the trainees funded have been achieved.
Approval of Engagement of Service Providers
The approval process makes use of committees as per the approved Delegation Framework. After all due processes, the applicants will be informed of the decisions, within sixty (60) business working days from the closing date of the submission of applications.
Appeals
A VTP may appeal against an unsuccessful grant application through the procedure described below:
- If the applicant wishes to pursue an appeal, a request must be submitted by letter—on the organisation’s letterhead and signed within 14 business days of the date of receiving the decision to decline their grant application;
- The letter must cite evidence to support the grounds for appeal.
The appeal will be determined at the discretion of the Accounting Authority and the decision of the Accounting Authority shall be final.
Costs covered by the Training Grant
The training grant covers full tuition fee including registration fees, consumable materials and tools utilised during the training, training manuals, prescribed books, assessment costs (internal & external), and trainee insurance.
Applications
Requests for funding from eligible training providers are to be submitted to the NTA in August for intakes commencing training in January/ February the following year, and March for intakes commencing training in June/ July.
The overall procedure for submission of applications is as follows:

Funding requests submitted to the NTA will be evaluated against set technical criteria that should, at minimum, include the following:
- Registration by the NTA and/or accreditation by the NQA;
- Link of applied qualifications to areas identified to be in high-demand in the Skills Development Plan for the VET Sector;
- Proposed qualification is registered on the National Qualifications Framework;
- Training provider is accredited/registered to offer specific qualification and level;
- Training to be offered is in line with the NTA mandate (Level 1 to 5);
- Enrolment of new intakes is still permitted on the qualification;
- Set assessment competency threshold has been;
- Training provider’s capacity to deliver the training. This includes:
- Assessing the number of trainees enrolled;
- Relevant qualifications and experience of instructors; and
- Management capacity and integrity.
