Training Provider Funding
The Namibia Training Authority, through the 35% Key Priority Grant (KPG) allocation of the VET Levy, invests in prioritised training programmes at registered training providers. Training providers who meet requirements are eligible to apply for funding. Investments are made under two broad categories, namely:
- Physical Infrastructure Expansion Support aimed at growing the national trainee intake through the establishments of new centres and the strengthening and expansion of existing centres.
- Programmatic Expansion & Capacity Building Support is aimed at overall quality improvement within the VET system, through which training grants are availed to trainees via NTA registered and /or NQA accredited training providers.
Funding Criteria
Two broad categories of training providers that offer training from Level 1 to 5 are eligible for funding from the VET Levy KPG, as follows:
Existing Training Providers (those already funded by the NTA).
Criteria:
- Registered by NTA and /or accredited by NQA;
- Link of applied qualifications to areas identified to be in high-demand in the Skills Development Plan for the VET Sector;
- Achievement of set assessment competency; and
- Capacity of the VTP to enroll new intake and continuing trainees.
New Training Providers (those not funded by the NTA).
Criteria:
- Registered by NTA and /or accredited by NQA;
- Link of applied qualifications to areas identified to be in high-demand in the Skills Development Plan for the VET Sector;
- Training to be offered is in line with the mandate (Level 1 to 5);
- Displacement of training/funding.
Only occupations and levels listed in the Skills Development Plan for the VET sector (2016-2020) will be considered for funding
Applications
Requests for funding from eligible training providers are to be submitted to the NTA in August for intakes commencing training in January/ February the following year, and March for intakes commencing training in June/ July.
The overall procedure for submission of applications is as follows:
Funding Request Evaluation
Funding requests submitted to the NTA will be evaluated against set technical criteria that should, at minimum, include the following:
- Registration by the NTA and/or accreditation by the NQA;
- Link of applied qualifications to areas identified to be in high-demand in the Skills Development Plan for the VET Sector;
- Proposed qualification is registered on the National Qualifications Framework;
- Training provider is accredited/registered to offer specific qualification and level;
- Training to be offered is in line with the NTA mandate (Level 1 to 5);
- Enrolment of new intakes is still permitted on the qualification;
- Set assessment competency threshold has been;
- Training provider’s capacity to deliver the training. This includes:
- Assessing the number of trainees enrolled;
- Relevant qualifications and experience of instructors; and
- Management capacity and integrity.
